Increase in the arrival of vessels, aircrafts, passenger and cargo has increased the workload and at the same time increased the threat for pest and disease incursion. Our surveillance and monitoring systems urgently need to be strengthened to address the problems, or risk management that may arise at the border. The shortage of funds and right equipment compromises the effectiveness and efficiency of monitoring and surveillance operations. A National databases for proper record keeping, operational manuals, and information system needs to be developed for effective information sharing and updating of records. Lack of technical training to upgrade skills and knowledge of Biosecurity Officers needs to be addressed. There is a great need for a Surveillance vessel for Northern and Eastern Division

Objectives

  • To detect the presence of unwanted pests and diseases at the borders should they enter Fiji so that a response plan could be initiated?
  • To develop and test a prototype emergency response plan measures, so that an outbreak or spread of exotic pests and diseases is contained or prevented.
  • To increase the competitive advantage and enhance the productive capacity of rural based primary industries.
  • To set a standard where survey and monitoring systems is for the purpose of early pest and disease detection and supply of information for use in pest risk analyses, the establishments of pest free areas and where appropriate the preparation of pest lists (i.e. Pest List Database).
  • To manage and control ongoing pest management program.

Border Security Operation

  • Boarding, screening and clearance of vessels, aircraft, passengers, commercial and personal cargoes, baggage, garbage and parcel post. Inspection and clearance of live animals and plants (Import/Transit).
  • Supervision of treatment of non-compliance (Fumigation, confiscation, steam-cleaning, chemical spraying, high-pressure washing, dipping, incineration or re-export).
  • Regular consultation with other border security agencies and stakeholders.
  • Sea Port & Airport perimeter surveillance.
  • Development of an Emergency Response Plan.
  • Regular auditing of Freight Stations and Bond Warehouses.

All declared ports of entry and Biosecurity Authority stations.

Suva, Sigatoka, Ba, Lautoka, Levuka, Savusavu, Nadi and Nausori, Rotuma, Bua, Wairiki and Malau,
